Scooby and Shaggy didn't need to get involved. A resident and founder of Colorado Property Rights Coalition, Tom Wambolt admitted to distribution of the questioned letters. The letters were not letters at all, but actually fliers that brought up questions of eminent domain. The fliers did not state that resident's homes were in danger. Nor did they claim to buy the properties. What the Colorado Property Rights Coalition did intend was to raise awareness of eminent domain.
